Here is the final assembly and making the
housing.
The housing/case is made mainly out of 5mm plexi but the base is 7mm
for max durability and it's designed around the main power unit that
powers the elements.
The main plate is suspended with those 10mm plexi sticks. The sticks
continue directly below the base for better firmness. I made psu size hole
to the base so that I could lower it to make it seem thinner than it is. I
left plexi shield covering the screws that mains and wires are connected
to for safety. For the record that is 12V 12.1A power unit. More
details below.

This is the plate and those bars are going to be suspending the
elements and blocks. Bars are "glued" with silicone. The other
side (top side) is lapped to make it as a mirror.

This is early stages of modeling and fitting the parts together. Should
end up something like this.

Here the sides are glued to each other and to the supporting pieces (
the ones you see 2nd pic at front middle).
 
This is the pump 420 l/min 12V and it's housing. Also you can see that
I sanded the sides to appear not so transparent and more like frosty.

This is early fitting for tubes and lights. Behind you can see the
original pump I was planning to use but it couldn't do what was needed.

The lights and pump test. For leaks and looks. Behind is the
"fountain".

This is the insides at the present stage. There are 2 power units
powering this thing. The big unit is for elements and the smaller is for
pump, lights and fan. This was because I wanted the elements get the max
that unit was giving. which was 14V but at that voltage the pump was
starting to make strange noise and it was already at its max capacity with
the elements.

These are the final pictures in the dark with and without flash. Here
is video clip of the fountain.

Final words:
Cool project to make (+it works :) and when finished with it, you can
easily recycle the parts for other projects (for cpu example.)
Oh yeah, this is NOT enough for peltier cooling! It is
unbelievable how much these elements put out heat. TIP: what you think is
enough for cooling these, its not.
